Bill Harvey Howard, age 88, of Prestonsburg, passed away Monday, August 26 at Greg and Noreen Wells Hospice Care Center at Hazard, Ky. He was preceded in death by 2 brothers; Donnie Howard and West Howard and 2 sisters; Peachie Collins and Alice Mable Rayburn. Mr. Howard is survived by 2 daughters; Debbie Dixon (Greg) and Barbara Lynn Moyer (Bill). Grandchildren; Jonathan Dixon ( Tiffany), Lauren Moyer McGraw (Phil), Adam Dixon (Tiffany) and John William Moyer. Great Grandchildren, Peyton, Emma, Josh, Addisyn and Harper. Sisters- in- Law; Lida Howard and Opal Branham and several nieces and nephews. Mr. Howard was a member of the Independent Order of OddFellows Lodge #293, Prestonsburg and Independent Order of OddFellows Past GrandMaster State of Kentucky and The Zebulon Masonic Lodge #273. Visitation will be Wednesday, August 28 2019 from 6 p.m. to 9 p.m. at the Carter Funeral Home Chapel. Funeral Services will be held on Thursday, August 29, 2019 at 12 p.m. at the Carter Funeral Home Chapel with Reverend Jerri Williams and Pastor Stephen Sanders officiating. Burial will be in the Richmond Memorial Cemetery, Prestonsburg, Ky. In lieu of flowers family has requested memorials to Bluegrass Navigators Hospice or the Floyd County Animal Shelter.
